I might have a bad solder joint on that PiPixel or something. Then again I changed two things in poor troubleshooting practice.
I switched to GPIO 13 and switched to the other PiPixel. My guess is it’s the hardware and not the GPIO pin.
Either way. I thank you and my daughter thanks you. She’s really excited about stringing these around the top edge of her bedroom. Give me an opportunity to help her write an app for her phone to control the animations.

Maybe check continuity between the 2x20 header and the rest of the data pins to see if you have a bad solder joint or something. Once you get to the level shifter just check on either side of it (as in your cannot check continuity through the level shifter).
